The Oakland Park number that decides your scope: fair market value
Most Broward cities decide whether a repair is substantial by length or by cost against a new wall. Oakland Park's Section 14-1 uses either of two tests: a modification along more than 50 percent of your shoreline, or any repair, reconstruction or improvement of the structure or attached structures, such as docks, that costs 50 percent or more of the structure's fair market value before the work (Ordinance O-2022-015). Cross it and the wall must meet the 5 foot NAVD88 tidal flood barrier standard, or 4 feet if you apply before January 1, 2035 and design it to reach 5 feet by 2050.
That changes how to read a quote. A targeted repair that stays under the line costs less up front, but a dock or boat lift job can push total work past it, because the city's definition counts docks, davits, hoists, boat lifts, floating platforms and mooring piles attached to land or a wall. Ask your contractor to show the repair cost next to the fair market value so you can see which side you are on.

How Oakland Park charges for permits
The city's fee booklet lists a base building permit application fee plus a permit fee of 2.50 percent of the total job value, with initial plan review included in the permit fee (fee booklet, effective October 1, 2025). Plan review is charged again by trade for later rounds:
| Item | Published rate |
|---|---|
| Permit fee | 2.50 percent of total job value |
| Initial plan review | Included in the permit fee |
| Second plan review, job value $25,000 to $50,000 | $210 per trade |
| Third plan review, same value band | $180 per trade |
| Each additional plan review, same value band | $144 per trade |
| Surcharges | Building code, state and Broward County surcharges, plus a training and certification fee per $1,000 of construction value |
| Re-inspection | $90 first, $320 for a subsequent re-inspection for the same violation |
The booklet also lists an engineering permit fee of 9 percent of construction cost under engineering and construction permits. Ask Building and Permitting Services whether a seawall job triggers it, since at that rate it would be a large line. The county license adds a $200 application fee on its form (county form).
Paperwork that costs time and money here
- Proof of cost and valuation. The checklist asks for documented proof of cost and the Broward County Property Appraiser's assessed valuation of the property. The city uses these to decide whether your project has to meet the 5 foot elevation (city checklist).
- Sealed plans and two surveys. Signed and sealed seawall and pile plans meeting Chapter 14, signed and sealed surveys with existing and proposed elevations, and a final survey after completion.
- Contractor registration. A contractor new to Oakland Park submits a notarized registration form, state or Broward County credentials, a county business tax receipt and a certificate of insurance naming the city. The city says it cannot accept certifications from other jurisdictions or examining boards, so a bidder from outside Broward may need extra lead time.
- Three reviews. Engineering, structural and zoning each review the plans, which is where re-review fees come from if plans are incomplete.
- Hurricane season on an open job. The city packet reminds contractors that sites must be secured during a hurricane watch, so a rebuild between June and November should have that in its schedule.
A worked example for a 120 foot Oakland Park wall
The published new-wall range used in these examples is $250 to $400 per linear foot for an installed concrete panel wall (JKT Marine). It is arithmetic on published figures, not a quote, and it leaves out demolition, dock work and difficult access. For 120 feet that is $30,000 to $48,000 for the wall.
| Line | Low end | High end |
|---|---|---|
| New wall at $250 to $400 per foot | $30,000 | $48,000 |
| Permit fee at 2.50 percent of job value | $750 | $1,200 |
| Broward County general license application | $200 | $200 |
| Second plan review, if plans are resubmitted | $210 | $210 |
| Construction plus permit fee and county license | $30,950 | $49,400 |
The base application fee, surcharges and any engineering permit fee come on top, along with the engineer's design and surveys. One South Florida contractor publishes $2,000 to $5,000 for engineering and $800 to $3,000 for permits on a typical project (JKT Marine), so ask which lines your quote includes.
If the city cites your wall, Section 14-1 gives 60 days from notification to show progress and 365 days from the citation to finish, and a substantial repair has to be designed, permitted and built inside that year. See the Oakland Park raise deadline page.
